Vaccine passport and vaccine certificate

Ontario is implementing a vaccine passport system after increasing pressure from healthcare professionals and business groups.

Prime Minister Doug Ford announced Wednesday afternoon that vaccination proof will be required from people over the age of 12 who want to enter high-risk environments such as restaurants, gyms, event spaces, sporting events, bars, casinos and concerts. ..

Companies subject to the judgment will be required to request a PDF of the vaccine receipt and photo ID from their patrons after September 22nd. (If you live in Ontario, you can access your vaccine receipt using the health card information on the government website.) By October 22, your name and vaccine status were listed. You must provide a unique QR code. The state will also release an app.

During the press conference, Ford largely avoided using the term “vaccine passport” and instead called the document a “enhanced vaccine certificate.” Some people expressed discomfort with the word “passport.” This appears to be fragmented and, in some cases, can empower conspiracy theorists who believe that the pandemic was organized as a way to impose government control.

Whatever term is used, public health advocates have long sought a similar system. Last week, Dr. Paul Lumeriotis, Chief Medical Officer of the Eastern Ontario Health Unit and a resident of the Local Public Health Association, told Ottawa citizens if the state government did not mandate an immunization system: rice field. The health doctor creates a local one. And on Monday, Ottawa Mayor Jim Watson and Health Commission Chair Keith Egli wrote to the state asking Ford to implement a passport system.

“Blocking the economy and closing schools is no longer the main way to slow the spread of the virus when all qualified people have access to the vaccine.” The letter states.

Vaccine requirements are a reliable and consistent way to ensure that people who have taken precautions against COVID infections remain safe. And they seem to convince many people. For example, in France, restaurants, cinemas, and other public spaces.

Ontario is the fourth state to require vaccination certification in a high-risk environment, after British Columbia Quebec and Manitoba. The effort has been greatly praised by public health professionals. However, given the novelty of the situation, there were also some bumps on the road.

A comparison of Ontario’s vaccine passport system with that of British Columbia’s Quebec and Manitoba is as follows:

Quebec

How to use
The Quebec Vaccine Passport, announced in early August, came into effect on Wednesday. After being vaccinated, most Kebeckers received an email from health authorities and offered the option to download a QR code containing information about their name, date of birth and COVID vaccine. Those who did not receive the email could access the QR code from the government website. Those with access problems had the option of calling the state and mailing a physical wallet-sized QR code.

Once you have the QR code, you have the option to use the PDF or print version. Alternatively, you can upload your code to the VaxiCode app, which is available for free on your Apple or Android phone. The company can then easily scan the code. Enterprises can only see the user’s name and whether it is “properly protected” without displaying any other information. (People who have been vaccinated twice with AstraZeneca, Moderna, Pfizer, or once with Johnson & Johnson, as well as those who have been vaccinated with the two-dose option only once after a COVID-positive test are also properly vaccinated. Is considered to be.)

Applicable target
As in Ontario, Quebec vaccine passports must be presented at restaurants, bars, gyms, cinemas, theaters, casinos, concerts and sporting events. One difference is that in Quebec (along with British Columbia and Manitoba), patio dining is included in the list of places that require vaccination certification. So far, Ontario is the first state that doesn’t need to show that people who eat outdoors are immune.

No vaccination certification is required at retail stores, salons, museums and libraries in all four states. (These companies can choose to limit patrons if needed, but the government does not require them to do so.)

Problems and pitfalls
Just days after the VaxiCode app was released, just before the system went live, hackers allegedly stole the QR codes of state politicians such as Prime Minister Francois Legor and Health Minister Christian DubĂ©. The Prime Minister’s Office did not confirm the breach, but said the QR code contained less information “than a driver’s license or Medicare card.”

Cybersecurity expert David Masson told the Victorian newspaper The Times Colonist that other states need to learn from the situation in Quebec and take a number of precautions.

“”[Quebec] I thought they covered all angles, but what do you guess? They didn’t. There are always smart people out there who find ways to get around things. And the British Columbia government should take that into account, “he said.

British Columbia

How to use
British Columbia is taking a slightly slower approach in their system. After September 13th, people over the age of 12 must present proof of one vaccine before entering a high-risk environment. You must prove that you have received two doses by October 24th.

First, as in Ontario, people need to present proof of two vaccinations with a photo ID. The state will launch a website for vaccine cards, which it plans to prepare on September 13. Once the site is published, the card can be saved on your smartphone. If you do not have online access, you can call the state and request a “safe paper option”. It will be available by the 13th.

Applicable target
BC Vaccine Passports apply to indoor events such as restaurants (including patios), indoor concerts, performances, sporting events, gyms, cinemas, casinos, weddings, parties and conferences.

The passport system also applies to people residing on campus residences of higher education institutions who must have received their first dose of the vaccine by September 7.

Problems and pitfalls
Some of the details haven’t been resolved yet, leaving some companies unsure of how to proceed. For example, restaurants, pubs and bars require vaccination proof, but it is not clear if a coffee shop, for example, counts as a restaurant.

Ian Tostenson, chairman of the BC Restaurant and Foodservices Association, told City News that some members are still waiting to hear what they need within two weeks.

“If you just go in and out to get an order, you don’t seem to need a vaccine passport or certificate. But if you hang out and get in there, maybe you will. We still do that. I don’t understand, “he said. “There is always an opportunity to go out for coffee and decide to sit down. So does it make up a restaurant meal?”

The state says it will provide more details in the next few days.

Manitoba

How to use
Residents of Manitoba can now access their vaccine cards on government websites that display QR codes. You do not need a health card to access your vaccination card. As in Quebec, the only information companies see when scanning a code is the name of a patron and the status of vaccination. Manitoba people can also choose to receive a physical card.

After September 3, only fully immunized individuals can enter the high-risk setting. (Children under the age of 12 who are not vaccinated can enter these settings with a fully vaccinated adult.)

Applicable target
Almost the same as in other states: restaurants and bars (including patios), clubs, cinemas, gyms (excluding youth recreational sports), clubs, indoor concerts, performing arts events.

Problems and pitfalls
Some business owners say they feel uncomfortable asking their patrons for their personal information. But some, like Tony Siwicki, owner of Silver Heights Restaurant, told CBC News that his staff is accustomed to requesting an ID before serving alcohol.

“If you want to survive, you have to do whatever you need,” he said. “We have seen the end. I don’t want to do it again.”
