A Saskatoon-based construction firm has been shortlisted to submit a bid to design and redevelop Prince Albert Victoria Hospital.

PCL Construction Management Inc. has been selected to participate in the hospital’s Modified Request for Proposals (RFP). Teams were selected after demonstrating they met the requirements set out in previous eligibility applications released in December 2021.

The Modified RFP is a competitive process in which shortlisted proponents develop and submit a design and set of proposals to demonstrate how they will meet the technical and cost requirements of the project.

Their bids are evaluated against shadow bids prepared by independent cost consultants to assess value and validate current market conditions. SSA Quantity Surveyors Ltd. will act as consultants for this procurement.

Kirsten Reite Architecture of Vancouver, BC, Smith and Andersen Consulting Engineering of Burnaby, BC, and Delco Automation Inc. of SK Saskatoon are part of the PCL team.

The Prince Albert Victoria Hospital project will build a new multi-level acute care tower, replace an adult mental health space, and retrofit an existing building.

The Saskatchewan government has made significant multi-year financial investments in this project, providing 100% of the funding to local communities rather than requiring 20%. Instead, the community will focus on financing the hospital’s necessary furniture and equipment.

If the government accepts PCL’s bid, PCL will be awarded the contract to build the new tower and refurbish the existing facility. If PCL’s bid fails, the Saskatchewan government may own the completed design and bid for construction through another contractor.
