Toronto City Hall has the highest per capita spending among the 26 municipalities that make up the Greater Toronto and Hamilton Area, according to a Fraser Institute study released Thursday.
At $4,605 per capita in 2019 — chosen because it was the last year of reliable data before the pandemic hit — Toronto topped the list for spending by local governments. 2009-2019.
No other municipality has come close to Toronto’s per capita spending in that decade, as calculated by the financially conservative think tank report.
Milton had the lowest per capita spending in 2019 at $2,629.
The City of Toronto also topped the 2009 per capita spending list with $4,641 per capita, with Hamilton having the second highest spend that year at $3,501.
Halton Hills had the lowest spending per capita in 2009 at $2,594.
However, while Toronto’s per capita spending was the highest from 2009 to 2019, it was also one of four municipalities with a 0.8% decrease in per capita spending over this period.
The others were Hamilton, who reduced per capita spending by 11.2%, Milton by 3.8%, and Caledon by 0.9%.
In contrast, GTHA’s other 22 municipalities increased per capita spending between 2009 and 2019, with the largest increase in Aurora at 22.6%. 21.3% in Whitchurch-Stouffville. King is 20.6% and Georgina is 20.4%.
In terms of income, Toronto City Hall had the highest per capita income in 2009 with $4,932, followed by Vaughan with $4,544.
By 2019, Toronto’s annual per capita income increased by 4.9% to $5,173 in inflation-adjusted dollars, while 17 other municipalities experienced faster per capita income growth. Toronto dropped to third place.
King’s per capita income in 2019 was $5,935, the highest among 26 GTHA municipalities, and increased by 67.4% from 2009 to 2019, the highest rate of increase among all 26 municipalities. .
In 2019, Vaughan’s per capita income was $5,810, an increase of 27.8% between 2009 and 2019, the second highest among all municipalities.
